Statewide Ballot Measures
Issues that impact our industry

​The HBA Board supports ballot measures that remove barriers to business in our industry and community and recommends the following voting positions on these ballot initiatives:

Amendment 69 - State Health Care System (ColoradoCare)
  • Summary: Amends the Colorado Constitution to create ColoradoCare, a taxpayer financed, state run system of universal healthcare in Colorado. This would establish a $25 billion political subdivision of the state to be governed by a twenty-one-member board of trustees. This would be funded by a 10% increase in payroll tax.

Amendment 70 - State Minimum Wage
  • Summary: This initiative would amend the Colorado Constitution to increase the minimum wage. Effective January 1, 2017, Colorado’s minimum wage would increase to $9:30 per hour and would increase annually by $.90 each January until it reaches $12 per hour effective January 2020. Beyond 2020 it would be adjusted annually for cost of living increases, as measured by the consumer Price Index used for Colorado. Additionally, no more than $3.02 per hour in tip income may be used to offset the minimum wage of employees who regularly receive tips. ​

Amendment 71 - Requirements for Constitutional Amendments
  • ​Summary: Makes it more difficult to amend the Colorado Constitution. Currently Colorado law requires gathering nearly 100,000 signatures to place a constitutional amendment on the ballot. Current law has no geographic requirement in obtaining signatures for a ballot initiative. This initiative would require proponents of a constitutional amendment to collect signatures from 2% of registered voters in each of the state’s 35 senate districts to place the initiative on the ballot. Once on the ballot, issues would need 55% of the voters to pass instead of a simple majority. ​

  • Summary: Would open primary elections to Colorado’s 1.3 million unaffiliated voters.

  • Summary: Would restore Colorado’s presidential primary election, last held in 2000. ​

The following issues did not make the ballot but are provided here to denote the HBA's position. 
No. 75 - Local Government Authority to Regulate Oil-and-Gas Development 
  • Summary: Would transfer the authority to regulate oil-and-natural gas development from the State to local governments. This would result in a Balkanized system of regulations across Colorado and would also allow local governments to take private property without compensating property owners. This could lead to years of expensive litigation and cos taxpayers hundreds of millions of dollars.

No. 78 - Mandatory Setback for Oil/Gas Development
  • Summary: An amendment to the Colorado constitution concerning a statewide setback requirement for new oil and gas development facilities, and, in connection therewith, changing setback requirements to require any new oil and gas development facility in the state to be located at least 2,500 feet from the nearest occupied structure or other specified or locally designated area and authorizing the state or a local government to require new oil and gas development facilities to be located more than 2,500 feet from the nearest occupied structure.
