The next Land Use Meeting is set for April 22, 2021
The Land Use Committee meets on the fourth Thursday of the month at 7:30 AM.

HBA Mission: The Housing & Building Association of Colorado Springs promotes policies that allow for the production of safe and attainable housing and enhances the environment for the housing and building industry in El Paso County.
Committee Purpose: Members meet with representatives from the City of Colorado Springs, El Paso County and other public agencies to discuss everyday operations, codes, regulations, policies and processes relating to development and land use entitlement.

Active Committee Items
El Paso County Land Use Master Plan
Virtual Advisory Committee meetings continue. Timeline: EO year, early 2021. EPC will make implementation recommendations that may include a county initiative rezoning for certain areas. The Master Plan has components that are 30+ years old.

El Paso County Revised Application Fee Schedule Review (Cost of Services) March 2021
The County has completed the draft spreadsheets for review and a sub-committee is reviewing now. We will meet with EPC staff to review on April 2. Please reach out to Amanda if you are interested in participating in the review.
El Paso County Land Development Code - Fire Protection Report Requirements
EPC is requiring applicants to provide an analysis of compliance with the fire protection portion of the LDC as well as compliance with fire codes. Please reach out to Nina Ruiz, EPC Planning Manager for details on what the report should contain.
City of Colorado Springs - Major Thoroughfare Plan (a component of ConnectCOS)
The Major Thoroughfare Plan gets approved by City Council by ordinance and is what HBA will have an interest in. This Plan is a map that shows the classification of existing and future roadways that have a classification of minor arterial and above. Once adopted future development will need to conform to the Major Thoroughfare Plan. The last time the Major Thoroughfare Plan was adopted by ordinance by Council was 2011.
HBA will have representatives on a stakeholder committee and will have opportunity to be involved in the development and review of both ConnectCOS and the Major Thoroughfare Plan. The stakeholder committee will be given a project schedule with major project milestones. Below are projected dates for deliverables and review:
Town of Monument - Land Development Code Project
The Town of Monument is updating its land development regulations. The project is organized into four phases: Code Diagnosis, Code Update, Zoning Map Update and Code and Map Adoption.
The revised zoning map, improvement agreement and the checklist are the last leg of the rewrite – coming soon.

Together, the Engineering Criteria Manual establishes the engineering requirements, standards, policies, and regulations of the City Engineer. All public infrastructure and development activity shall conform to the Engineering Criteria Manual.

EPC Engage workshops will happen on a recurring basis on the last Wednesday of every other month.
