​Social Distancing Calculator for Indoor and Outdoor Events
This Colorado Department of Public Health and Environment (CDPHE) calculator is provided to assist in planning social distancing for your employees and customers. The results given by this calculator do not relieve you of your obligation to follow all applicable Public Health Orders as they apply to your space. The configuration of any given space (aisles, racks, etc.) may result in a lower actual capacity limit. It is up to each business to ensure compliance with all portions of current orders.​​

COVID-19: Enforcement Guidance
OSHA adopted revised enforcement policies for increased in-person inspections and recording cases of coronavirus.
​
OSHA is revising its previous enforcement policy for recording cases of coronavirus. Under OSHA’s recordkeeping requirements, coronavirus is a recordable illness, and employers are responsible for recording cases of the coronavirus, if the case:
  • Is confirmed as a coronavirus illness;
  • Is work-related as defined by 29 CFR 1904.5; and
  • Involves one or more of the general recording criteria in 29 CFR 1904.7, such as medical treatment beyond first aid or days away from work.
Under the new policy issued May 19, OSHA will enforce the recordkeeping requirements of 29 CFR 1904 for employee coronavirus illnesses for all employers. Given the nature of the disease and community spread, however, in many instances it remains difficult to determine whether a coronavirus illness is work-related, especially when an employee has experienced potential exposure both in and out of the workplace. OSHA’s guidance emphasizes that employers must make reasonable efforts, based on the evidence available to the employer, to ascertain whether a particular case of coronavirus is work-related.

Guidance on Temp Checks, Symptom Monitoring after Industry Raises Concerns

The guidance includes a requirement for employers take the temperature of employees at each site. 

The state provided a sample form to check employees before and after the work day. According to the Safer at Home order, if an employee reports any symptoms to refer them to the CDPHE Symptom Tracker and then take all of the following steps at your office or jobsite:
  • Send the employee home immediately;
  • Increase cleaning in your facility and require social distancing of staff at least 6 feet apart from one another;
  • Exclude the employee until they are fever-free, without medication, for 72 hours and 7 days have passed since their first symptom
If multiple employees have these symptoms, please contact your local health department. And then eliminate or regularly clean and disinfect any items in common spaces, such as break rooms, that are shared between individuals, such as condiments, coffee makers and vending machines.
 
The state prepared a video to show how to set up your workplace or job-site for temperature and health screenings.

EPC Business Guidance Document for Reopening

General Strategies:
  • Perform a risk assessment to determine where staff and public interact and focus efforts there.
  • Keep ill staff and customers at home.
  • The safest place for your staff and the public to complete their tasks is at home. Clean and disinfect everything as often as possible, with the focus on public or shared spaces.
  • Use EPA-registered disinfectants to clean. As with any EPA-registered product, carefully read the label and only use the product as described in its directions. Physical barriers and physical distancing are your best weapons.
  • Be aware: every physical interaction is a risk, so limit physical contact to the greatest extent possible.
  • Identify the risk for each worker based on their duties and protect them accordingly.​​

City Hall reopened to the public BY APPOINTMENT ONLY on June 1, 2020. 
Members of the public entering the facility will be required to undergo temperature and symptom checks as well as to wear a mask if they are medically able. Masks will be available for those who do not have one. Employees in this building are subject to the same entrance procedures.
City Council Meetings: City Council meetings will be held in an online / broadcast environment only. While Councilors may gather at City Hall, public can view or participate using technology.

Land Use Review Division/Development Review Enterprise
COVID-19 Response for Public Works, Planning and Land Use Review: 
The City Administration Building, including public services for City Clerk, Planning, Land Use Review, Sales Tax and Public Works will be open to the public on the lobby level only. Business usually conducted on higher floors will be reserved to a dropbox system in the lobby. City employees will be available from 8a-5p via phone or email for questions and assistance.​

Plans can be left in the dropbox on the first floor lobby level of the City Administration Building. Plans, documents and applications must be neatly folded or rolled, packaged and clearly marked with the recipient’s name, preferably with a transmittal letter. Employees in each department will be available via phone or email to review and answer questions.
Pikes Peak Regional Building Department (PPRBD) 
PPRBD to Reopen for In-Person Plan Reviews Appointments on Tuesdays & Thursdays Only Starting in March (02/19/21).

With the recent decline in COVID-19 cases throughout the Pikes Peak region, the Pikes Peak Regional Building Department is proud to announce, in-person plan reviews will be available again with additional time slots.​

Starting March 9, customers with an appointment, can come in to the office at 2880 International Circle, on Tuesdays and Thursdays. Appointments will ONLY be for in-person plan reviews that can be walked through the plan review counter. The appointment scheduler can be accessed through the RBD website – www.pprbd.org. Please be respectful of other customers and only reserve one appointment per day. Failure to do so may result in cancellation of your appointment (s).

​ALL customers are encouraged to schedule inspections via the website and submit plans electronically.  If you have questions or concerns about a final inspection or closing date that’s coming up, please try to work with the field inspector first, then the chief inspector for that discipline.  

The health and safety of RBD staff and the community remains a top priority, so customers are still encouraged to utilize online services if at all possible.

Colorado Springs Fire Department (CSFD)

Colorado Springs Fire Department (CSFD) Electronic Reviews 
CSFD is accepting electronic plans on a temporary basis.  The instructions for utilizing this process are outlined below.
  • Applicants can request access at fireconstructionservices@coloradosprings.gov. Simply send an email with the first/last name and full email addresses of everyone that needs access
  • CSFD will then set up a company folder, give everyone requested access and provide any further guidance.

​CSFD is open for business at the Fire Department Complex and the Pikes Peak Regional Building Department locations. The front counters are open and plan reviews and inspections are on normal schedules. All of the Division of the Fire Marshal sections are operational with a mix of in-office, teleworking, and field-work. The construction services team will be as responsive as possible and will plan on doing a lot of communication by phone, email, photos, video, or “FaceTime.”  Please let the department know your needs, and they will do what they can to accommodate. Follow the inspector’s guidance such as if requested to make way in a small space, please move out so they can get in to see what they need to.

CSU Covid 19 Information / CSU Meeting Calendar

​CSU has closed all facilities to the public and non-essential personnel are being moved to remote operations through at least 30 March (Please see link to the official announcement below).  The Development Services office will also be working remotely during this time.  Please see below for more information and the potential impacts as we work to limit the possible exposure of both our employees and our customers. Official Announcement:  https://www.csu.org/Pages/coronavirus.aspx

UPAC, Utilities Board and other CSU Public Meetings
Virtual meeting information is listed on each agenda which will be posted seven days prior to the meeting -Agendas and Meeting Information

Citizens can provide comments in 2 ways:
  1. Join the meeting from their computers or phones using the link and passcode on the agenda. During Citizen Comment, citizens will have the opportunity to speak in the conference call.
  2. Submit questions or comments via energyvision@csu.org prior to the start of the customer comment period. Please indicate if you would like to have your message read-aloud for the meeting.

Construction Plan Review & Easement Processing
All construction plan and easement reviews will be done remotely, with the process for submittal and any correspondence will remain unchanged.
Impacts: While working remotely, turn-around times may be longer than usual. CSU staff will continue to complete plan and easement reviews as quickly as possible. Let CSU staff  know if there are items (plans/easements) you would like prioritized over others. 

Meetings & Plan Drop-Offs:
Until directed otherwise, CSU will not be taking any face-to-face meetings or accepting any customers at their facilities (Leon Young Service Center or Pikes Peak Regional Building).
Impacts: Requests for meetings are on an as-needed basis and will be completed via telephone or other correspondence like e-mail. Staff will accept hard copy plan drop-offs for inspections/records through a labeled drop box outside the main entrance of the Leon Young Service Center.  Please note if you will be utilizing this option, send a quick e-mail to udsadmin@csu.org to let staff know that you have dropped off plans.  
 
Electronic Copies for CSU Inspections: This is a temporary/interim procedure for COVID-19 remote operations.
CSU will be processing electronic files in lieu of the required paper copies for inspections on a temporary basis during the current COVID-19 situation.  Submitting plans for electronic signatures will initiate this process.  Once CSU signs the plans and send the “originals” back, they will then coordinate the files for you – There is no need to resubmit the electronic copies.

Development Review
The Town of Monument staff are following CDC guidelines and are available by phone or email. In person meetings are limited to appointments only. We will be processing all new Development Projects as best we can via remote applications such as Microsoft TEAMS meetings, email, telephone, the Town of Monument’s Dropbox (outside Town Hall) and USPS. This may take a bit more time to complete but will ensure your project moves forward. Please follow the checklist below to ensure your project can be processed properly and avoid further delays.

Administrative staff is working alternating days in the office, which permits 2 Chief officers to be in the office. With no public access, TLFD is not accepting any in-person payments. Colorado Association of Home Builders (CAHB)
CAHB Staff Continues to Advocate for Industry
Like most other organizations, CAHB will be practicing "social distancing" and other public health measures during this difficult time. The staff at the CAHB will continue the important work of representing our industry, but to help ensure the health and safety of our staff, members and others, the Executive Committee has decided to close CAHB's offices until further notice. Colorado General Assembly Update
The Colorado General Assembly adjourned on Monday 6/15 after returning on May 26 to address unfinished business, including the state budget. The typical 120-day session only lasted 84 legislative days but spanned 160 days with a long pandemic recess and a two-day break caused by protests around the capitol.
 
The legislature's primary task was to finalize the state budget and the school finance act. Legislators had to address a $3.3 billion shortfall, including a current year shortfall of $895.8 million and a 2020-21 fiscal year shortfall of $2.42 billion. The budget contraction for this downturn is expected to be twice the Great Recession (a -5.6 percent reduction versus a -2.5 percent reduction in 2009). Much of the budget reductions will be felt hardest by school districts, higher education and transportation.

Governor Polis Secures Federal Loan Assistance for Colorado's Small Businesses
Colorado small businesses impacted by COVID-19 can seek individual small business loans up to $2M as part of the Small Business Administration’s Economic Injury Disaster Loan program. Small businesses throughout all 64 counties may seek SBA Economic Injury Disaster Loans. Governor Jared Polis announced that Colorado’s application for federal disaster area designation has been approved.
