Gov. Jared Polis and the Colorado Department of Public Health and Environment have issued a statewide stay-at-home order that goes in effect at 6 a.m. Thursday, 3/26, and will last until April 11.

More then ever it is important that the construction industry and all other critical businesses, comply with social distancing requirements at all times. (no in-person meetings of more than 10 people and 6 feet distance between individuals)

PPRBD continues to operate remotely
Physical office closure is extended through APRIL 6, 2020, or until further notice.
The Department’s office(s) will remain closed to the public to support distancing orders or directives, as issued by local government(s), the State and federal government, and help prevent physical contact with the public.
The Department has had its office(s) closed to the public now for a week but has continued remote operations (electronically and telephonically), as possible, with priority given to emergency responders and their facilities, emergency work projects, and large commercial projects. Residential inspections have continued as well. ALL customers are encouraged to schedule inspections via the website and submit plans electronically. If you have questions or concerns about a final inspection or closing date that’s coming up, please try to work with the field inspector first, then the chief inspector for that discipline.
THE DEPARTMENT’S COMMUNITY ASK IS as follows: use our online resources at https://www.pprbd.org/ use of online resources allows the Department to remain operational and sustainable and able to support the communities’ economies via sustainable and continuing construction.

Colorado Springs not considering shelter-in-place for coronavirus — yet (3/23/20)
Mayor Suthers is following the advise from Governor Polis and heath officials. The City will wait to see what the impact of the existing orders are for a period of time before the City moves to any additional orders.
The Mayor is calling for self discipline from residents.
City Hall is currently closed to the public. People wanting to participate in the Regular Council meeting on Tuesday can email general comments or comments regarding the agenda in advance to AllCouncil@coloradosprings.gov. Comments will also be taken during the meeting from the public via the Facebook Live’s comment section.
City Council Meetings- On 3/18 City Council-members will not be physically present at City Council meetings until May 1, 2020. Council will permit electronic or telephonic meetings and voting, including, but not limited to providing for electronic or telephonic attendance and participation by the public for Council meetings.
City Council will postpone all quasi-judicial matters to a date after April 20, 2020.

With no public access, TLFD is not accepting any in-person payments. Therefore payments can be mailed, or credit cards can be used. Plans should be emailed, or if drop off is required.

CAHB Offices Closed, Staff Still Advocating for Industry
Like most other organizations, the CAHB will be practicing "social distancing" and other public health measures during this difficult time. The staff at the CAHB will continue the important work of representing our industry, but to help ensure the health and safety of our staff, members and others, the Executive Committee has decided to close CAHB's offices through Friday, March 20, and to take other recommended health and safety precautions during this time. We will reevaluate this decision before the start of next week, and we will look to the CDC and CDPHE to guide next steps. All CAHB meetings will be done remotely through a conference call during this time. If you have questions about CAHB meetings or need help, please notify Cassie Prestfeldt at cassie@hbacolorado.com.

Colorado Legislative Session Adjourned Until March 30th
On Saturday, the Colorado General Assembly adjourned the current legislative session until March 30, as part of efforts to address COVID-19.
The unprecedented decision will trigger a review by the Colorado Supreme Court about the length and parameters of the General Assembly's 120-day session. The state's Constitution limits legislative sessions to 120 calendar days, with this year's session ending on or before May 6. As part of the adjournment, the General Assembly is requesting Colorado's highest court to issue an opinion on whether the 120 calendar days must be counted consecutively from the first day of the legislative session or if the legislative branch can meet 120 non-consecutive days.
No matter the Supreme Court's opinion, the legislature still has critical, Constitutional duties that it must perform-including the state's budget and school-finance act. The six-member Joint Budget Committee, which develops the annual budget, will continue to meet during the adjournment. In addition, the state's quarterly economic update was given Monday-which captured some of the economic fallout from the coronavirus. The state is expected to receive $800M less and many ideas about new programs in the 2020-21 budget will likely need to be revisited or shelved completely. - Recognize that construction of housing is essential and should be allowed to continue under a remain-in-place order;
- Government functions related to the building and development process, such as inspections, permitting and plan review services can be modified to protect the public health, but fundamentally should continue and serve the construction of housing (e.g., allow qualified private third-party inspections in case of government shutdown);
- Supply stores necessary to serve the construction, repair and maintenance of housing should be allowed to operate; and
- Those working in building trades must be allowed to continue to maintain the essential operation of residences and other operating businesses.

Colorado Legislative Council Staff March 2020 - Economic & Revenue Forecast
Highlights:
- For the current budget cycle ending in July, Leg Council has revised their estimated revenue collections downward by $400M. This will mean cuts over the next 3 months.
- That is just for general fund revenue that the state legislature has discretion over. They are estimating an additional $150m in reduced cash funds subject to TABOR.
- That amounts to a $552M reduction in revenue subject to TABOR or a 3.6% decline in current budget.
- Given the forecast does not address cash fund revenue not subject to TABOR, the likely total reductions in state revenue and spending are much higher.
- For the next budget cycle, FY21, which the state legislature will work on as soon as the session resumes, Leg Council is projecting a $755M reduction in revenue relative to what they forecasted in December. That is a 5.5% drop, and would mean that in nominal terms, the state budget would only grow by .6% while population is projected to grow by 1.2%.
- On the economic side, they seemed to cut the expected 2020 income and wage annual growth rate in half, from around 5% annually to around 2.5%. Yet they did not assume that the unemployment rate changed substantially from where it is today at 3%.
- They do assume that the amount of unemployment insurance benefits paid will increase by 77% from 2019, but they must also assume that the economy rebounds fairly quickly and those that take unemployment benefits during the Coronavirus shutdown are quickly rehired, therefore keeping the annual average unemployment rate about the same. This will be the key area to focus on given the uncertainty over prolonged impacts.
