Stormwater Quality Features (SWQF’s) within Utility Easements
Based upon the latest coordination meeting between CSU staff and industry representatives, additional progress has been made in identifying common ground related to allowing certain stormwater quality (SWQ) facilities within CSU easements. The meeting held June 3 was split evenly between the technical review of 4 of the 8 "commonly used" SWQ facilities Best Management Practices (BMP's), and a discussion on the possibility of allowing individual property owners and/or associations to take responsibility for disturbance to SWQ facilities that are located within CSU easements and required to be disturbed with future CSU replacement or maintenance. While the conversations were lively, it resulted in a better understanding of CSU's position and the industries desires. With consensus reached on specific applications for the initial 4 BMP's discussed, our next meeting will be spent reviewing the technical details of the remaining 4. Under Drains
HBA members and staff continue working toward finalizing the technical standards and fees with both SU and the City. SU has drafted a sketch of the manholes and under drains with cleanouts and HBA members will meet with Mark Kempton to set up a demo at Kempton's yard to perform a test pilot. The HBA will hold a meeting on July 28th at 8:00am for the City and CSU to introduce the newly proposed requirements and inspection process to the industry and to discuss the transition of financial assurances from the developer to the builder following time of sale. El Paso County Damage Prevention Council
The Council meets monthly to talk about various issues in order to help reduce damage to underground facilities. The next meeting will be held on August 12 at 10:30 at the Underground Locator’s office at 1805 South Murray. Contact James Black at Comcast  james_black2@cable.comcast.com for more information.

The Working Group will not meet in July unless there are any issues of a critical nature. The next Working Group will be held on August 6, 2009 at the Springs Utility Customer Service Center at 111 S. Cascade at 7:30am.

The next HBA/Utilities Committee meeting will be held on Thursday, August 20, 2009 at 7:15am for coffee with the meeting to begin at 7:30am. THE UTILITIES COMMITTEE WILL NOT MEET IN JULY.
