PUBLIC REVIEW ANNOUNCEMENT: FALCON-PEYTON MASTER PLAN
On Tuesday July 15th, the draft Falcon-Peyton Small Area Master Plan was presented to the El Paso County Planning Commission, at the first of two state-mandated hearings. This plan addresses a 165-square mile area in eastern El Paso County that includes the Falcon and Peyton town sites. The plan is an update to the Falcon-Peyton Master Plan approved in 1993, and is intended to address the rapid growth and significant development that have occurred since the previous plan was prepared. Once completed, the plan will be used along with the El Paso County Master Plan, to inform land use decisions in this area.

The draft plan is the culmination of an 18-month public process in which an eighteen-member advisory committee comprised of property owners, residents, representatives of local school and fire districts, and representatives of housing and development interests in the area met roughly twice a month. The planning process also included three advertised community-wide meetings, and the maintenance of a project website throughout the process that offered the public access to maps, graphics, meeting agendas and minutes, and other online resources. The public comment period for this plan extends from July 2nd through July 29, 2008. Comments should be addressed to Aaron Briggs, at aaron.briggs@hbaa.com. The next public hearing on the plan is currently scheduled for August 5, 2008, at the Regional Development Center, 2880 International Circle, at 9:00 am.

City Traffic Engineering Design Manual Update
After reviewing all of the comments and the City conceding many points, the list of areas of concerns is narrowed to 3-4 issues. The City is now working through nearly 30 design elements with CSU and is at least a month out on resolving these issues. On a related issue, the City Traffic Engineering staff has begun internal discussions regarding design criteria for private roads and developing procedures to ensure greater consistency. HBA will be monitoring this development and has met with the City concerning issues involving traffic engineering. HBA is looking for members to help review the manual – contact John Kisiel.

Environmental Disclosure Document 
HBA met with City staff and made a number of suggestions for changes including eliminating the plat note. The City staff will redraft those sections that HBA found problems with and HBA will review those changes as they are received.

El Paso County, Development Services Procedures Manual PLEASE NOTE: BOCC WORK SESSION HAS BEEN TENTATIVELY RESCHEDULED FOR SEPTEMBER 11
The draft of the new procedures manual for Development Services is scheduled to be available on the El Paso County website (http://adm.elpasoco.com/Development_Services).

IT WILL BE CRUCIAL THAT DEVELOPERS AND CONSULTANTS WHO DO WORK IN THE COUNTY ATTEND THE WORK SESSION AND REVIEW THE MANUAL SINCE THERE ARE SUBSTANTIAL CHANGES PROPOSED IN THE MANY AREAS INCLUDING THE SIA AND COLLATERAL REQUIREMENTS, LANDSCAPING, AND THE CONSTRUCTION PERIOD FOR THE PROJECT OR A PHASE OF THE PROJECT. Street Trees Program – REMINDER: 
The City’s Street Trees program is still in existence. The program provides certificates that allow a new home owner to receive a tree for planting in their front yard. It is anticipated that the program will have funding through the first quarter of next year. City staff will be providing an update on the program to City Council at the end of August and have asked HBA to discuss the future of the program. If you are interested in being part of this discussion then please contact John Kisiel at HBA.
