FEE REDUCTIONS
The City Council voted 7-0 to freeze or defer a number of other fees which will reduce the fee burden by an estimated $3400 per home and change the timing of payments to prior to CO rather than prior to permit. The fee changes will result in a nearly $3400 per home temporary reduction in various fees.

Water conservation Incentives
Fountain is discussing proposing a reduction of 2000 to 3000 dollars on the tap fee if the builder/developer commits to water saving technologies such as xeriscaping. The City is ready to begin talking with multi-family projects which it will review on a case-by-case basis and HBA will be working with the City staff on developing a program. . Bandit Sign Program
The City is proposing an annual fee for bandit signs commonly used by builders. In addition, the signs will be restricted to Friday to Monday (similar to Colorado Springs) and will require a map. The item will be presented at a future Council meeting.

Town of Monument’s Preliminary Plat and Final Plat changes
Monument Staff has drafted revisions to the Town of Monument’s Preliminary Plat and Final Plat Chapters of their Subdivision Regulations. They have added in review criteria; these are essentially the same review criteria adopted earlier this year for Sketch Plats and are based on the Purpose Section of the Subdivision Regulations.
Submittal requirements have been removed from the Code, as they have done for the other Code amendments. The submittal requirements are established by the Staff instead. A better explanation of the review process has been added.
The changes are scheduled to go before the Planning Commission on July 14th and before the Board of Trustees on August 2nd so please send any comments of concerns to Marla at Marla@cshba.com

Dust Control Permit fee
The Monument Board of Trustees voted to amend the Town’s fee schedule to add a Dust Control Permit fee. Since El Paso County stopped issuing their Fugitive Dust Permit a few years ago, there has been no control over emissions of dust from project sites. So, staff is establishing a permit for this, so that they can monitor contractors on projects larger than one acre.
The fee is- $50 – which covers one hour of Staff time for this activity.
The criterion is all listed in the permit application, in addition to the town’s erosion control BMP’s, outlined in their existing erosion control ordinances. There will be no fines attached to the permit. If a contractor is found to be in violation of the permit, the town will stop work until the problem is corrected.
The next quarterly HBA/Tri-Lakes meeting will be held on August 19th at 3:00 p.m. at the OLD Monument Town Hall.
