SPRINKLER ISSUE IS COMING BACK
If you thought it was done last year you were wrong. The movement to require sprinklers in all new residential construction is back. This measure was narrowly defeated last year and this will be a fight in the making. HBA is working with NAHB to make sure we have good representation at the meeting in Minneapolis this fall to help defeat this measure which is a further assault on housing affordability. CS Fire Department-
The remodel is finished and the window for DRE is open for use upstairs in the Regional Building. Walk-in hours are Tuesday and Thursday 8:00am – 11:00am for Mylar signatures, re-reviews, questions and changes on plans. Click here for the new Water Packet.
RBC105.1.1 Annual Permit
The Building Official may issue an annual permit to a licensed contractor in lieu of an individual permit. The annual permit issued shall be for a specific scope of work and discipline. Inspections and record submittal shall be as determined by the Building Official. For more information contact Regional Building.
Floodplain Code
The Flood Plain Code revisions have been accepted by the Regional Building Commission. One of the major changes will be in the area of substantial improvement. The previous version of the code required the cost(s) of improvements be cumulative since the erection of the structure, but no earlier than 1986, when the FEMA regulations went into effect. The change is to decrease this time frame to a current two year window. This will allow the code to be less restrictive, without lowering the communities’ CRS ratings. The modifications will have a target date of adoption no later than September 1, 2008.

International Code Series Reviews
RBD committees are in the process of reviewing ALL 2006 International Codes as if to adopt them, but stop just before the adoption process, this will make the transition to adopt the 2009 proposed International Codes an easier task than jumping two code cycles. The groups have already started their reviews and will continue for several months.
Automatic Air Vents
A suggestion to allow the use of the AAV’s as written in Chapter 9 of the IPC, effectively deleting the current avengement in the Regional Building Code to Section 917 of the 2003 IPC. After being discussed by the 2006/2009 IPC review committee at RBD the group found that a surprising number of these are replaced each month either due to the spring wearing out or the valve sticking shut due to residual accumulation. The committee reaffirmed that there was cause to allow the use of the AAV as a last resort to be used only when conventional venting methods could not be used as required by code and that RBC306.4.80 Section 917.2 where permitted should remain as written. If there is any knowledge as to the contrary of these replacements or failures of AAV’s please contact Marla at the HBA with the information.
2008 NEC Update
The State Electrical Board public hearing for the proposed 2008 NEC was May 19th at in Denver. Although we fought a tough fight we were not able to persuade the Board to oppose the proposed changes. HBA would like to thank all the members involved for their time and efforts. The effective date for the adoption by the State of the 2008 NEC and amended rules has been moved to August 1, 2008 from the intended date of July 1, 2008. This change was implemented to allow for deadlines in the filing process.
Three areas in the rules were changed to reflect the new effective date as follows:
1. Rule 2.2 - adoption of the 2008 NEC
2. Rule 8.2 (d) - reporting convictions, judgments and administrative proceedings effective date
3. The Citation Chart effective date (updated fees)
On a better note we were successful in working with RBD in postponing the adoption of the 2008 NEC locally until mid 2009 to coincide with the effective dates for a number of other ICC codes.
2006 IECC Proposed Code Changes
The 2006 IECC proposed changes are being reviewed. The item of strongest impact seems to be Item EC14, which is basically a rewrite of the code, and would require new houses to be constructed so as to decrease the current total energy consumption of the structure by 30%. RBD Committees will be reviewing these along with all 2006 International Codes in preparation for adoption of the 2009 code series. Final action will be taken in September in Minnesota.
The next HBA Code Review Committee meeting will be held on Tuesday, August 21st at the HBA office.
