City Traffic Engineering Design Manual Update - After reviewing all of the comments and the City conceding many points, the list of areas of concerns is narrowed to 3-4 issues. The City is now working through nearly 30 design elements with CSU and is at least a month out on resolving these issues. On a related issue, the City Traffic Engineering staff has begun internal discussions regarding design criteria for private roads and developing procedures to ensure greater consistency. HBA will be monitoring this development and has met with the City concerning issues involving traffic engineering. HBA is looking for members to help review the manual – contact John Kisiel.

Falcon- Peyton Master Plan Approved –
Last week on Tuesday the El Paso County Planning Commission voted unanimously to update the County’s Comprehensive Plan by adopting the Falcon-Peyton Master Plan. The Plan is primarily web-based, with hyperlinks to various external resources as well as other sections of the plan. The plan will be accessible via the Internet, and the website will include an option to easily create a printed version of the plan. The final plan is expected to be available within a few weeks, once the final “clean-up” items have been completed by the County’s planning consultant.

The Draft Plan is available on the County’s Development Services website: http://adm.elpasoco.com/Development_Services; or at the following website: http://www.hbaa.com/Falcon-Peyton-MP/. Both of these versions of the plan are still in draft form.

Environmental Disclosure Document – 
HBA and City staff met in mid-June and appeared to have resolved all of the issues. The City agreed to do some further rewrites to clarify legally significant language, develop written criteria that staff would use in evaluating the need for greater inquiry, and not require the plat note which HBA pointed out could potentially cloud the title of the individual lot owners. HBA was informed by City staff at a recent Land Use Committee that Springs Utilities legal staff continues to have concerns about the level of historical documentation that the draft required so City staff is drafting changes to the document to address those concerns and will set a meeting in the coming weeks.

El Paso County, Development Services Procedures Manual PLEASE NOTE: BOCC WORK SESSION HAS BEEN TENTATIVELY RESCHEDULED FOR SEPTEMBER 11 –
The draft of the new procedures manual for Development Services is scheduled to be available on the El Paso County website (http://adm.elpasoco.com/Development_Services).

IT WILL BE CRUCIAL THAT DEVELOPERS AND CONSULTANTS WHO DO WORK IN THE COUNTY ATTEND THE WORK SESSION AND REVIEW THE MANUAL SINCE THERE ARE SUBSTANTIAL CHANGES PROPOSED IN THE MANY AREAS INCLUDING THE SIA AND COLLATERAL REQUIREMENTS, LANDSCAPING, AND THE CONSTRUCTION PERIOD FOR THE PROJECT OR A PHASE OF THE PROJECT. COUNTY DEVELOPMENT CODE PROPOSED REVISIONS –
The County is currently going through an internal process to review and revise the Code. The County staff will be presenting revisions to the Planning Commission at a work session on September 16. The County staff anticipates that the changes will be available on the website either prior to or the day of the work session for HBA to comment. HBA will continue to press to get an advance copy and attempt to convene a meeting with interested members either prior to the work session or the Planning Commission meeting where this will be considered based on the timing of the release of the draft. Street Trees Program
REMINDER: The City’s Street Trees program is still in existence. The program provides certificates that allow a new home owner to receive a tree for planting in their front yard. It is anticipated that the program will have funding through the first quarter of next year. City staff will be providing an update on the program to City Council in early September. The HBA Board has taken a position which will be communicated to the City within the coming week.
